go to lavender town, go into the radio station and speak to the man by the water cooler, he will give you a kanto radio card, go to snorlax, open the pokegear radio and tap the top of the circle on the bottom (it should now say 'pokeflute')

exit the pokegear and press A facing snorlax. now capture or defeat it.
