Usually windows uses generic drivers to see a device, so usually when you plug it in
even though it can't run without the drivers, windows will still see it and ask for the drivers.
Could be a bad device. You can try and install the drivers for it and see if windows
sees it after they are installed.
You can also try going to, - start button, control panel, add/remove hardware, after you plug in the device and point windows to the device, follow the directions of the program.
