There are a few different options depending on which operating system you want to boot on your flash drive. I have been using an application called Bootsage to create a Windows 7 installer flash drive or a WinPE bootable environment, and it seems to work very well. It runs under Windows XP as well as Windows 7.

One good way is to get Ultimate Boot CD 4 Windows and use it to make a bootable USB. It will give you some good tools on that drive.

If your iso is a precise image of a bootable cd/dvd, you need only a program to burn it. PowerIso can help with that. It's shareware but allows to burn bootable isos while it's trial. If your iso is not bootable, you will have to make it so. Again PowerIso allows to do so, but you will have to find full working version. Anyway, you will need to find a bootable cd/dvd of the same software (OS and so) to extract the boot sector. After that you edit the current iso by integrating the boot sector to the iso and save as a another iso.

Create a dos boot disk. Make sure that it contains FORMAT and FDISK. If you have access to Windows 98 then you can create a boot disk.

You mean 'SYS.EXE'? It is used under MS-DOS to make a floppy bootable.
