Commonly, people do so with paper towels or toilet paper, but if you do, make sure it does not fall or slip out at any times and make sure you do not get wet, as then it will become noticeable. One girl I knew put small face washcloths in her bra. Otherwise, Bras are made with push-up designs and extra padding to give the appearance that you have a larger chest. Also, cleavage powder (it's like makeup that you put between your breasts and along the edge of your cleavage in a light line to create dimension) can help give the illusion of a larger chest in many girls.
