This ensures that all data has been synchronized to the drive, such as copying or deleting. Otherwise, the file system may become corrupted.

After you have used the Safely Remove feature, the only way to use the drive again is to unplug it and plug it back in.

So as to make sure that all files are physically written to the pen drive.Its not actually necessary. Once you are sure that every thing has been written to the pendrive, you can simply unplug it.
First get your device and put it into your computer. After you have done that go to Start > My Computer and select the device, then copy and paste the data in there. When finished with the device go to your task bar and there will be a icon with a little green arrow, right click it and select "Safely Remove Hardware." Now select the device and click the button stop, and now unplug your device.

The ECM is located behind the glovebox on a 1991 Cutlass Ciera. Pull the glove box out to see it. Once located remove the mounting hardware and unplug it from the car. Replace the unit.
Unplug it, remove the two screws and take it out.
