Walk with him/her or play with him/her. If this does not work try giving him/her treats or food to calm them down. Or it might just be a puppy thing. Yes some border collies are quite active. there are no specific calm breeds but you are able to train your dog to stay near you when you are walking, i recommend a golden retriever. they are relatively calm. but just remember any breed of dog will have its hyper moments. if you were looking for a nice puppy, don't get a breed like a beardie or a jack russel. good luck
