You should have the confidence of telling him as leading him on like that thinking he has a chance of a serious relationship is a bad thing for the relationship. That is basically messing with his feelings, and that's not good. You do need to tell him as soon as possible.

Honestly, it's usually just an excuse for not wanting to commit. Or they just have too much on their plate and want to get that stuff out of the way before getting in serious relationship. Not a bad thing if you don't mind waiting.
