I'm currently 14 weeks pregnant and have been feeling little flutters in my upper abdomen near the rib cage could this be the baby moving?

Absolutely! Mine felt like butterflies! It's the right time for it, so I'd guess that you're right. You're feeling your baby moving. Congrats.
