The body can't survive too long without food or water. Starving yourself will only cause malnourishment, fatigue, dizziness, fainting spells, weakness and that's not even half of it. If you want to loose weight, starving yourself won't work. If you starve yourself for a week and then eat again, the body will hold onto that food, not knowing when it will get fed again and it will be even harder to burn that off.
You need to eat at least 1,200 to 1,500 calories a day, if not more, to safely lose weight. 500 a day you are practically starving yourself and being skinny isn't worth starving for.

They don't. not usually. However, if the pups are really sick and/or the mother is really starving, this could happen.
