If someone has already asked the same question before on WikiAnswers, then you shouldn't ask the question. You should look at the answer already provided there. If there isn't an answer, then you just have to wait until someone answers it. Asking an already asked question should bring up a message, informing you that the question has already been asked and answered.

This can be unanswered by no one replying, or say if you asked someone question and they did not reply it would be unanswered because they have not replied to the question you asked them.

It definitely depends on what the question was and how they attempted to answer it.
The site you are looking for doesn't exist. What is an "appropriate" question? One where someone does a straight paste of their homework questions in to the box, expecting someone else to do all of the research for them? Someone asking for hack codes or passwords? One asked by someone who can't string 10 words together to make a sentence that makes any sense at all? A question asked by minors which requires people to provide a reply containing text of a sexual nature? Then there are the questions that cannot be answered like "how many people in Canada are using the Internet now?" or "how many bytes can hold the entire Internet" (typed exactly as it was asked) Ask your question. If it doesn't get answered, look at why.
