I think that really depends on what you plan to use the camera for. Point and shoot cameras are great options for "everyday" use, and come in high enough megapixels to take good-quality photographs. The SLR will allow you to take more professional-looking pictures since you have a bit more control over the features, but with SLR cameras come added size, weight and cost.
Absolutely! Good Digital SLRs have no lag time when taking a photo (something that drives me crazy with point and shoots), also the ability to swap lenses let novices shoot like a pro.
