A vehicle having air, air-over-hydraulic, or hydraulic brakes does not affect whether it requires a CDL or not.

The only cases in which a CDL would be required for a vehicle under 26,001 lbs. GVWR is when it's either a bus designed to transport more than 15 persons (including the driver) or a vehicle carrying quantities of hazardous materials which require the display of hazmat placards.

THERE IS NO SUCH THING AS AN AIR BRAKE ENDORSEMENT ON ANY US LICENSE IN ANY STATE. THERE IS ONLY A RESTRICTION FOR CDL HOLDERS WHO DO NOT BOTH PASS THE WRITTEN AIR BRAKES TEST AND PERFORM THEIR PRETRIP AND ROAD TEST IN A CMV EQUIPPED WITH AIR BRAKES, AND THIS RESTRICTION PROHIBITS THEM FROM DRIVING AN AIR BRAKE VEHICLE WHICH REQUIRES A CDL. HOWEVER, THIS DOES NOT APPLY TO VEHICLES WHICH DO NOT REQUIRE A CDL. THE ONLY TIMES A VEHICLE WITH A GVW OF LESS THAN 26,001 LBS. WOULD REQUIRE A CDL IS WHEN IT'S A VEHICLE HAULING A QUANTITY OF HAZARDOUS MATERIALS WHICH REQUIRES PLACARDS TO BE DISPLAYED, OR ELSE IT IS A BUS DESIGNED TO TRANSPORT MORE THAN 15 PERSONS (INCLUDING THE DRIVER).
