A vehicle having air, air-over-hydraulic, or hydraulic brakes does not affect whether it requires a CDL or not.
The only cases in which a CDL would be required for a vehicle under 26,001 lbs. GVWR is when it's either a bus designed to transport more than 15 persons (including the driver) or a vehicle carrying quantities of hazardous materials which require the display of hazmat placards.

THERE IS ONLY A RESTRICTION FOR CDL HOLDERS WHO DO NOT BOTH PASS THE WRITTEN AIR BRAKES TEST AND PERFORM THEIR PRETRIP AND ROAD TEST IN A CMV EQUIPPED WITH AIR BRAKES, AND THIS RESTRICTION PROHIBITS THEM FROM DRIVING AN AIR BRAKE VEHICLE WHICH REQUIRES A CDL. HOWEVER, THIS DOES NOT APPLY TO VEHICLES WHICH DO NOT REQUIRE A CDL. THE ONLY TIMES A VEHICLE WITH A GVW OF LESS THAN 26,001 LBS. WOULD REQUIRE A CDL IS WHEN IT'S A VEHICLE HAULING A QUANTITY OF HAZARDOUS MATERIALS WHICH REQUIRES PLACARDS TO BE DISPLAYED, OR ELSE IT IS A BUS DESIGNED TO TRANSPORT MORE THAN 15 PERSONS (INCLUDING THE DRIVER).
