The diagram is not on a decal under the hood or in the engine compartment.
There is a diagram under the hood, either on the hood or the radiator shroud.
on my 98, when you remove the compartment under the steering wheel the compartment has a diagram of all the fuses.
under the front passenger seat/ right under the glove compartment

Have you looked in the owner's manual and under the hood for a placard? there usually is a placard with a diagram of this, under the hood.
That info should be under the hood in the engine compartment, if not get a repair manual or use the internet to see if you can find the diagram that you need.
I can't provide a diagram, but I can tell you where the Flasher Relay is located. It is located in the front seating area, passenger side, under dash, mounted behind glove compartment.
