My freind had a Cone Biopsy done 3+ years ago. She still has pain with sex at times. Doctor said this is normal? Does not sound right to me.

No, your dog should have stopped any minor bleeding from mating and estrus within a day or so of being mated - almost a month later, something else is bleeding and you need to have a veterinarian find out what that is.
If it occurs once, it's a normal variance. If it occurs four month in a row, see a doctor.
