You should look up local modeling agencies in your area and attend their open casting calls. You do not need to have experience in order to sign with an agency. If you have a great look and meet their requirements, they will train you for free and set up your first photoshoots to create your portfolio.

In general having a strong background in Business and/or Marketing would be extremely helpful in running a modeling agency. Additional experience in the Fashion Design industry would also be a plus. One of the best ways to gain experience/education is by doing an internship at a modeling agency to gain insider experience.
