I presume you have hair on your head as I answer this for you, if not then you may have a disorder for which a doctor may be able to help you with.

"Too much body hair" doesn't really mean anything. If he's 16 and he has a heavily hairy chest, then that's normal! If he's age 3 and has a lot of body hair, you should talk to your pediatrician and see what if anything is up.

Your body is made up of trillions of cells, so all of the parts of your body have cells. there is no part present in the body with out a cell. hence cell is called as structural unit of body. We all start as two cells. We grow into 4, 8, 16, and so on. Cells begin to differentiate soon in the development of life, but everything is a compilation of cells.
"Facial hair in males normally appears in a specific order during puberty: The first facial hair to appear tends to grow at the corners of the upper lip, typically between 14 to 16 years of age. It then spreads to form a moustache over the entire upper lip. This is followed by the appearance of hair on the upper part of the cheeks, and the area under the lower lip. The hair eventually spreads to the sides and lower border of the chin, and the rest of the lower face to form a full beard. As with most human biological processes, this specific order may vary among some individuals. Facial hair is often present in late adolescence, around ages 17 and 18, but may not appear until significantly later. Some men do not develop full facial hair for 10 years after puberty. Facial hair will continue to get coarser, darker and thicker for another 2-4 years after puberty." Direct quote from: Puberty - Wikipedia, the free encyclopedia: Wikipedia.com

Different men get chest hair at different times. Many 13- or 16-year-olds will have some, and for a lot of men their chest hair grows in in their 20s, but most men's body hair doesn't finish growing in until they're in their 30s. You could be completely hairless and then suddenly start growing body hair in your 30s. Not all men develop chest hair, however, but most men have at least some.
