This depends upon the banking laws of the state you are in. Legally, you probably won't be able to, since bank accounts and accompanying debit cards are set up by contract between the account owner and the bank. Minors are not allowed to enter into contracts, therefore, legally, at least, you probably cannot even open a bank account even without a debit card. Can you get around it? Yes. If a parent opens the account in the parent's name and the parent gets the debit card, gives it to you and tells you the PIN, then you effectively have a debit card. What parent would do this, though, is beyond me.
