I am seventeen and my boyfriend is sixteen and we both live in Texas and my mother doesn't like him and wants to get a restraining order on him he doesnt stalk me and he doesnt hit me can she do that?

No. Your mother would have to take the matter to a court, and I highly disagree with the fact that she would win the case and be able to get one. This is because he is not harmful to her or others, physically or verbally. It is just an opinion, this is not enough to have a restraining order followed through. Added:Sorry - but I have to disagree with the "wishful thinnking" answer above. You are an un-emancipated minor and subject to the guardianship of your parent(s). If your mother finds the attention of your 16 year old friend unwanted, she DOES have the privilege of going to court to petition for an order to keep him away from you. She would have to offer the judge good valid reasons to issue the order but she CAN do it, and it IS possible that it might be awarded.
