I beaten Rayquaza 4 times with the friend bow and it didnt join my team in Pokemon mystery dungeon blue rescue team. How do you get it?

Rayquaza has a -90% chance of recruit. if you hold the friend bow, that neutrilizes it to zero so it's best to have a Pokemon at at least lvl 90 to make it a soilid 12% chance.
You losers have to get a life and fast. Go suck rayuaza dick and stick it in where your dignity should be.

Well it depends what part are you in the game but you unlock the marine resort dungeon and you will be able to evolve at the luminous springs. (Note:you have to have beaten the game and did the manaphy misson.)
