If your problem is with the telephone itself, then call the manufacturer. If the problem is with the connection, then look at the bill you receive for the connection and call that company who is on the bill. I bet your neighbor has the number of your local carrier. This is a good opportunity and excuse to get to know your neighbors. A new telephone can be purchased for only a few dollars at a big box store.

AT&T did not buy out Bellsouth. Bellsouth actually merged with Qwest and then took on the AT&T name. The joint venture of Qwest and Bellsouth to make Cingular eventually bought AT&T wireless which went into a holding pattern. When the merger of Bellsouth and Qwest was finalized, Cingular became solely owned by the merged company and took the name of AT&T that they had sole ownership of. The company then could reemerge as AT&T corp. So the merger of 2 of the more successful Baby Bell companies created the right environment to revamp and resurrect AT&T as a world wide communications company.
If you are AT&T and the person you are calling is AT&T, then it is free.
