I gave my chao the 21 animals and got him to rebirth 2 and still isn't a chaos chao?

It could be because it does not trust you. If it is sleeping don't pick t up stand next to ti and whistle. Also don't throw him to get something off of it's head. Get a Dark person for a hero chao or a hero person for a dark chao also if it is neutral gat the opposite side to throw it to get something off of it's head.

Chaos Chao is available if you give your chao all the animals that you can get in stages whether there going to be a hero or dark chao if you do these they will change to a chaos chao which in this form can never die and it won't turn into a baby but the looks of your chao will not show any animals and it can't mate and if your chao has any expressions on its face smiley or anything else it will NOT show on your chao anymore but its worth getting. By the way to get the ultimate chao you have to do those steps in sonic dx.
