South of Vielstone city in the Ruin Maniac Cave is where you can find one. If you have less than 10 unown they have a 5% chance of appearing. More than 10 is 10% chance and all 26 is 20% chance. Unown's are in the ruins to the east of Solacean town.

You can see one at the Ruin Maniac's cave, which is just south of Veilstone City. You have a 5% rate of meeting it, but don't worry, because the Pokemon that are available there are only Hippopotas, Zubat and Geodude, so the 5% is actually a lot. The rate of meeting Hippopotas increases if you have more Unown, but you can also catch one without any Unowns.

OK I need to edit my answer. Once you get all 26, go to the Ruin Maniac just south of Veilstone City. The little room he was in before you had all 26 will be a huge tunnel, and at the end you will find an exit. Go in to find the final two Unown, ? and !. Hope that helps.
