I had a breast reduction done years ago and the removed my nipples and replaced them higher...now they are flat.Can they still be pierced?

Yes you can but I would suggest you seek out a seasoned professional body piercer to consult with you further. I have provided women who suffer from occlude nipples the opportunity to actually have nipples by piercing them and using barbells for the healing process.
