It is in the carburetor where the fuel line goes in.
You didn't say what year your Jimmy is, but my '89 has a drop-down door under the front bumper and that's where my oil filter is located. (took me a while to find it). Maybe that'll help.
Hello, I have a '98 Jimmy and it is located mid-way of the truck underneath. You will need to have your truck up on ramps or Jack stands to find it.

It is fairly easy. For the 1984 ford econoline, you follow the fuel line. Keep track of where the fuel goes from dirty to clean. The fuel filter has to be between those two spots.
Find it in the fuel line. I don't think it requires any special tools.
I own a 99' jimmy and I couldn't find it for a about 10 mins lol theres a compartment right in the front held by a flathead screw turn the screw 90 degrees and the flap opens exposeing the oil filter its right in the front almost under the bumper you can't miss it dead center
It is screwed to the engine block. Crawl under the vehicle and look for it which I suspect you have not done. If you cannot find it then you are not looking hard enough.
