It needs to be re gassed
Low on freon, a weak compressor, or a restriction in your metering device.
the capacitor starts the compressor generally if it don t work the compressor usually won t start
It could be that the unit is overcharged and the compressor is shutting down on overload. Check to see if the compressor is running when the hot air starts blowing.
Run your engine with the A/C on and watch the end of the compressor where the belt is. If it kicks on you will see the it start turning. if it doesn't turn and never starts turning you may need your A/C charged with freon. If the belt smokes you compressor may be locked up.
MOST LIKELY A COMPRESSOR SHORTED TO GROUND IF 3 PHASE. COMPRESSOR START PARTS OR SHORTED COMPRESSOR- SINGLE PHASE. COULD ALSO BE CONDENSER FAN MOTOR OR CAPACITOR ASSUMING IT STARTS WITH THE PRIMARY COMPRESSOR. WITH POWER OFF, CHECK WITH OHMMETER EACH COMPRESSOR LEAD TILL YOU FIND SHORT (LOW RESISTANCE READING). IF THREE PHASE, IT IS POSSIBLE TO REVERSE MOTOR DIRECTION IN AN ATTEMPT TO FREE UP A FROZEN COMPRESSOR (RECIP ONLY, NOT FOR SCROLL IN THAT THEY ARE ROTATION SPECIFIC). ONCE YOU GET IT GOING OR HAVE COMPRESSOR REPLACED, FIND OUT WHAT CAUSED FAILURE AND FIX IT. IT WILL JUST HAPPEN AGAIN IF YOU DON'T. THEY DON'T JUST WEAR OUT IF MAINTAINED PROPERLY. lc
Alternator, air conditioner.
Modern vehicles have what is called an Idle Air Control valve, which is activated when you car is started, as well as when the AC compressor is on in order to compensate for the load the compressor has intoduced to the motor, and to keep the motor from dying as a result. Lifing the RPM's up is normal when the compressor starts, but if it seems erratic or like somethings not acting right, it could possibly be not working correctly too.

You can`t... There is normally no relay on the indoor unit that starts and stops the outdoor unit. The switching of the thermostat starts and stops the condensing unit, if it is not running, and the thermostat cooling contact is closed, the problem is outside.
it sounds like the problem is an over charge.
