My jacuzzi is about the same size and takes about 1.5 hours to rise from 60 dregrees to 98 degrees. My heater is a Purex Triton Minmax 250. I don't know if this is typical.
Temperature gauge may drop when heater turned on because additional coolant from heater core is introduced to cooling system - usually this coolant is cooler than what is currently circulating

The heater fan ONLY blows the air, it does not make the temperature of that air. Your heater temperature controls how hot the air is. Adjust your heater temperature for hotter or cooler air.

The temperature door actuator controls the opening to the heater core. The heater core door regulates the desired temperature in the passenger cabin.
The heater matrix can be replaced by removing the heater core and temperature control cables. Replace the heater core and the control cables.
