Probably best not to say anything at all at this point. You have to remember that you are a teenager, almost a man, and she is still a little girl. In fact, by the time she is only 14, you'll already be 20! Another fact, in two years if you lust after the little girl, you could be labeled a pedophile! Saying something to your best friend's brother will, in all likelihood, make him angry and put a strain on your relationship with him. Your wisest move would probably be to put aside your "crush" and find someone closer to your own age.
