Your fish has an ulcer. This is usually caused by the fish receiving some kind of injury followed by the fish being kept in poor water conditions. ( A lack of either proper cycled filtration, insufficient water changes, overstocked tank or a combination of all of them). The first thing you need to do is clean up the fishes water by doing heaps of water changes and if necessary,(using the basic rule of 1 inch of fish needs 1 gallon of water) rehouse the fish and supply it with proper filtration etc. Then you may be able to get a specific cure (medication) from your local petshop. If you can do all that then follow the directions on the medication container and good luck.
