Sure there is. Most local tire retailers will have used tires and so forth that are a great and inexpensive way to replace your flat. Of course, going this route there will be no warranty. In the long run, it's always better to get something that will be covered for a while. You can find fairly low prices at Wal-Marts and Tire Kingdom type places as well.

It really depends a lot on what type of valve it is. on some the valve core can be replaced. On some motorbike rims the whole valve can be replaced. If it's a bicycle odds are that you can replace the tube(and the valve) w/o having to replace the tire. Take care when mounting the tire though, as it's quite easy to damage the tube during assembly.

Did they balance the wheel when they changed the tire? The other thing that may be off is the tracking, especially if you drove for any distance on the flat. Get theses fixed or your tires will wear unevenly.
