Use some RIT Dye Remover and some hot water and spot clean the collar, with a towel underneath. Then next time you wash it put in the dye catching cloths.

Whites can be washed with chlorine bleach. Follow the label directions. Light colors may return to normal after a few washes but there is not really much else you can do for them without ruining the original color.
One homely proof is a small "home handyman" compressor. All compressors have a valve in the bottom. After the compressor has been filled with ambient air, it is used for the job at hand, and then "bled" of the compressed air inside the tank. The last step is to open the valve on the tanks very bottom - and water will drip out. That water was in the air, and precipitated out when the air was compressed.
