For any cold air intake system the filter should be as close to the ground as possible. This allows the air to be scooped up and remain cool before entering the engine. The front passenger wheel weld is the most common place to install a cold air intake.
I looked at my remote filter on my 93 S10 Blazer and it is bolted to the inner fender which shouldn't need to be removed to remove the fender.
It is behind the fender liner under the left front fender.

the filter is located behind the right front inner fender, the plastic fender well. raise vehicle & remove the right front wheel. Remove rear half of the screws that hold the inner fender plus one or two located just under the bottom of the right front fender. Lift & pull the inner fender out of the way. If it has never been replaced the filter will be bolted to the frame. Remove the bolt then you will need a fuel line coupler depressor tool that slides down the fuel line into the fuel filter to release the tabs that secure the filter to the line. There may also be a safety bracket that keeps the fuel line secure in the event the coupler fails. Buy a quality filter, you don't want to do this again any time soon. drl

Remove the drivers side front wheel. Remove the plastic pins that hold on the inner fender. Remove inner fender. You will now see the fuel filter. Remove bolt that hold filter to side of vehicle. Pull the plastic filter retaining pins from each end of filter. (The manual says to de-pressurize the system. I just pulled one end off the filter waiting for a big spray of fuel...nothing came out). Pull old filter out of metal filter holder. Put on new filter, re-installed the clips at each end. Put inner fender back on. I changed the filter and there was a lot of pressure when I unhooked it gas went everywhere.
My 2000 LS V8 fuel filter is located behind the driver's front inner fender. You must remove the half of the inner fender behind the front tire, be careful with the plastic rivets.
