Technically speaking, anything with a mouth can bite. if by garden snakes, you mean Garter Snakes, then yes, they can bite if they feel threatened. however, they are not venomous so it would be a harmless bite from teeth that feel like rough sandpaper.

Basically, to make this as good as possible, do not jump straight for the tongue. What I like to do is: One closeed mouth kiss. Two opened mouth. Then use the tongue. Dont get all slobbery in each others mouth. That could turn out turning you both off. Just go with the flow and use those first tips and you should master it. Another note. Dont bite. A little nibble will occasionally be fine but dont bite too hard. Like a little bite(not hard) on the bottom lip when you finish the kiss.
No, they have slightly ridged jaws, but no teeth. They can still bite pretty hard so don't underestimate them. Hope I helped ;D
