Part of Brake Lights Work, while part don't
The fact that the "upper" brake light works indicates that the fuse, the brake light switch, and the conductor [wire] to the upper light are intact, work, and is OK.

Without doing a "hands on" troubleshooting of your vehicle no one can identify the specific defect causing the "lower" brake lights not to work.

However, some of the causes which I can think of at the moment include:
  • One or more of the connector "plugs" between the working upper light and the nonworking lower lights has become loose, disconnected, has developed a buildup of corrosion [rust] between the metal contacts inside one or more of the connector(s).
  • One of the conductors [wires], between the working and nonworking lights, which carries electrical current to the two nonworking tail light assemblies has become cut or broken.
  • The ground wire or connection from the nonworking light assemblies has become broken, disconnected, or had suffered a buildup of corrosion at it's connection point to the grounded sheet metal of the vehicle. Although possible, this is unlikely since two brake lights are not working and it is uncommon to both assemblies to suffer this same defect at the same time.

I would check the bulbs in the tail lights first. Your Brake switch is working ,because of the third brake light is coming on.Ususally all the brake lights are on the same fuse....
