I have really pale skin blue eyes and have dyed my hair garnier nutrisse light ash blonde for a year now and i want to dye my hair dark blonde maybe gn ash blonde 7.1 but will it suit me?

Yes it should because of your fair skin and blue eyes. Ash blonde is a cool colour (as in the has no warmth) and should go well with your said features.
