I hired the services of a duct cleaning repairman and the AC in my apartment still is not cooling efficientlly. What could be the problem?

If your ducts are clear, check the insolation around the apartment, the air could be escaping somewhere. If it's still not colling properly, then it is likely a fault with the AC unit itself. Talk to your landloard, because that is ususaly their responsability to fix for you.

Duct cleaning clears the ducts of accumulated dust and allergens. Duct cleaning does not fix problems with the unit itself. If your building has central air, discuss the problem with management. If you have a separate unit for your apartment, management should engage a repair man to assess the problem.
