No, this is not normal. I don't know what year, make, model or engine you have but something is not right. Complain to your mechanic about the gas consumption.
Replace the engine or have it rebuilt. Once an engine is worn to the point that it has excessive blow by, those are the only real solutions. You could try using a heavier engine oil, but the effect that will have is negligible.

If it is coming out around the top of the stick, you have either a plugged pcv valve/crankcase orifice tube or excessive engine blow by. Blow by is the normal leakage past the piston rings. Excessive blow by will require a new/rebuilt engine.
