That is one way to define a position, although it is not the only way. My position, for example, is defined by an address, which tells where I am in relation to a particular street in a particular city. The street and city are not moving with respect to myself (one could argue that they are moving with respect to the sun, but that is irrelevant to the problem of determining my own position). So the speed of that street would be measured as zero. The address, nonetheless, specifies my location on the street, even though at every address on that street, the speed of the street remains zero.

If the train is moving at a constant velocity, and therefore in an intertial reference frame, then, no, you could not tell that you were moving.
