If you are sterile- you aren't ovulating. If you aren't ovulating, there is no reason to get a period.
By sterilized, do you mean tubal ligation? If so, sure you can.

Yes. Most girls get their period between the ages of 10 and 12, but it can still happen (within normal range) until about 15 or so. Since it seems like you are of average weight, there seems to be no problem.
