A freezer is obviously kept below freezing (<32 F). So the ice cream would also be < 32 F.

The water, because of the phase change (the ice slowing melting to water), will be exactly 32 F until all of the ice melts (assuming there is enough ice to cool the entire drink).

Therefore, the Ice cream may feel colder to the teeth because it is colder!

Ice cream may appear cooler to the teeth than ice-cold water because it has a higher viscosity. The combination of the lower temperature and the denser consistency of ice cream can create a stronger sensation of coldness when it comes into contact with the teeth compared to ice-cold water, which is more fluid. Additionally, the fats in ice cream can further enhance this sensation.

Why does the ice cream feel cooler to the teeth than the ice cold water?

Ice cream feels cooler to our teeth than ice cold water because during the change of state some amount of heat is absorbed which is known as Latent Heat. So in ice no hidden heat is absorbed while in cool water latent heat of fusion or melting is absorbed.

How do I fix my Sunbeam Water Cooler?

Sometimes people mistakenly refer to a water dispenser as a water cooler. The dispenser simply dispenses water with no change to temperature. The water cooler will cool the water as well. If you have one that is supposed to cool the water but isn't then there is likely a problem with the compressor.
