According to Thomas Jefferson, a government should be abolished when it becomes destructive to the rights of the people it is meant to serve, particularly when it fails to protect their life, liberty, and the pursuit of happiness. He believed that when a government consistently violates the social contract and acts against the will of the governed, the people have the right to alter or abolish it and institute a new government that better reflects their needs and aspirations. This idea is prominently expressed in the Declaration of Independence.
John Locke would agree with the idea that people have natural rights that the government should protect. Locke believed that individuals have inherent rights to life, liberty, and property, and that it is the government's responsibility to safeguard these rights.
American government is based on the English political idea of three different types of governments mixed into one. Ordered government is government laws that are clearly stated with specific punishments if broken for the people, limited government has rules that are made by government but the people have clearly stated rights and representative government where the government is suppose to serve the will of the people and come up with laws together.
Political power ultimately rests with the people, not the government.
