yes, yes you can. It is considered to be valid Identification issued by the government.
Unless it contains a photograph of you and is issued by a government entity it cannot be used as identification. ALSO: Although it may depend on WHO chooses to accept it and/or under what circumstances, identification documents other than passports, green cards, and state drivers licenses, are usually not accepted as valid ID's.
