It really depends on what you mean by "habituated", which in this case can mean either a good or bad thing. If it's 'normal' for you to do something, such as eating toast, it doesn't always mean eating toast is an addiction. On the other hand, if eating toast interferes with your life and dulls its other qualities, or you feel urged to eat toast constantly, it is addiction.

Wanting to quit smoking is a wonderful thing. Your doctor can prescribe some medication that can help. However, as with all medications there will be side effects. The best bet is to quit cold turkey.

I think you should call the cops if someone is abusing your residents. That would be the right thing to do. If you know them or you are one of them then you should turn yourself in or call the cops even if you know them well.
I don't think it's necessarily bad, I know I have a gaming addiction and pretty much the only bad thing about it is that you think about it all the time(kind of). It could be bad IF you take it to far, but I'm pretty sure its fine

It all depends on the person if medication or counseling will be the thing to help them with anxiety. Medication is really not the answer though. Medication will only treat the patient, but not cure.
