It's not other countries policies that dictate passport necessity in the United States.. Since 9/11, you are required to have passport to leave the country since obviously you will need it to return regardless of what the other country requires. If you want to enter a foreign country you do. The passport isn't for leaving the country of citizenship. Its for entry into foreign countries. Even some cruise lines require a passport. To get back into the country you also need one. All American citizens now need a passport.

That depends. Anyone from a Shengen Agreement country may travel to any other Shengen Agreement country without a passport. US citizens and Canadian citizens may criss-cross the border by land without passports. (for now...) There are other examples out there.
