Because, believe it or not, Satan once was Gods highest angel. Sadly, he decided he wanted to become more powerful than God. So God cast him into Hell, along with Satan's followers. It is said than one-third took the fall.The answer to your question is that God is all-knowing, and everything but he allows Satan to give us evil, so that we may prove our love for him. In the end God will overpower Satan, but Satan is not all-knowing, so he does not know. ..................................

Satan does know his end which is why he and his angels are having the success in drawing man away from God. He has always tried to foil Gods plan ever since he tempted Eve. Fortunately he does not know all that God knows. Satan has one third of the hosts of heaven under his rule, all trying to destroy mans belief in God. It is said the the angels of darkness are having more success than the angels of light. But God has allowed him to tempt man, for there has to be opposition in all things. ....................................... Basically, it's a case of give a person enough rope and see if he hangs himself. To find out what a person really believes and therefore how he will behave, remove his restraints and let him do what he likes: this is what God does with both man and also Satan. God wants people to love him because they actually want to from their own free will, not because they are made to. God knows how man and Satan thinks because God created man and Satan is also a created being, and He has planned accordingly. After Christ returns to earth there will be a period of peace and prosperity and no Satan for a Millennium - 1000 literal years, and Satan is safely locked away for 1000 years where he cannot influence anybody at all:-

Rev 20:1-3 KJV And I saw an angel come down from heaven, having the key of the bottomless pit and a great chain in his hand. [v. 2] And he laid hold on the dragon, that old serpent, which is the Devil, and Satan, and bound him a thousand years, [v.3] And cast him into the bottomless pit, and shut him up, and set a seal upon him, that he should deceive the nations no more, till the thousand years should be fulfilled: and after that he [ie Satan] must be loosed a little season.

Satan is then released from his confinement, and after 1000 years of peace, plenty, and no temptation from Satan because he wasn't there to influence people, incredibly there will still be many people who when given the opportunity decide to follow Satan and (try to) attack God on His throne in Jerusalem:-

Rev 20:7-10 KJV [v. 7] And when the thousand years are expired, Satan shall be loosed out of his prison, [v. 8] And shall go out to deceive the nations ... to gather them together to battle: the number of whom is as the sand of the sea. [v. 9] And they went up ...and compassed the camp of the saints about, and the beloved city [ie Jerusalem]: and fire came down from God out of heaven, and devoured them. [v. 10] And the devil that deceived them wascast into the lake of fire and brimstone, ... and shall be tormented day and night for ever and ever.

You would think after 1000 years of perfection such a thought would be impossible and incomprehensible, but it shows an anti-God mindset , thoughts, and attitude: a person can change his actions to deceive others into thinking he is what he is not, but he cannot change his thoughts, and when given the opportunity his true nature emerges. God knows Satan has not changed his nature, and that he will attract like-natured people to him like metal filings to a magnet. That way God can get Satan and all his sympathizers together and deal with them permanently once and for all. Satan is not destroyed for two reasons:-

(1). he is eternal: angels are created beings who live for eternity - it's just that Satan is a fallen one.

(2). As a witness to others for all eternity.
