If you are 16 years old and the court has given the entire custody to your mother who is living in Michigan, the father who lives in Florida can not take you there unless he has the permission of the court to do so.
If your father really wants you to move in, he could petition the court to modify the custody arrangment. They may or may not do so. However, it's weird that you want to move in with your dad if you don't like your stepmom. If you have some notion that you can move in with your dad, and get him to divorce your stepmom, and then get your mom and dad back together ... stop getting your ideas from bad Disney movies.
I'm not an expert or anything but you should be able to go move in with your dad, but in Texas you have to be over 12 to choose where you live. Your mom shouldn't be doing that YOU choose where YOU want to live as long as YOUR happy.:)

If Mom has custody then she gets to decide where you live. You can move in with Dad if Mom agrees to it. Otherwise, Dad would have to petition for a change of custody.
