It depends on how long you've been in school. If you're in the 12th grade and this is your last semester, you need almost perfect marks. If you're in the 10th grade, you could pull it off by 11th grade easily with two solid semesters of work.
You need to turn work and pass tests. You basically have an F. You need to make a goal of a higher level of grades. If you do that you will do better.

Depending on the university, you may get in with a 2.5 GPA and a 20 on the ACT.

Your ACT score indicates you are about average, perhaps slightly accelerated. Your GPA indicates that you school adequately; grades are no indication of intellectual ability beyond that of being able to adapt to the environment of school. Keep in mind that there is no shame in being average (or slightly accelerated). A 20 on your ACT is honorable, be proud of your achievements.
If you take one more quiz, your total number of quizzes taken will be 5. In order to have at least an 18 average over 5 quizzes, the sum total of all grades needs to be 5 x 18 = 90. The sum total of the previous 4 quizzes was 19 + 17 + 20 + 15 = 71. Therefore, you would need at least a grade of 90 - 71 = 19. The answer to the question is therefore "19 or more".
There are 20 fl oz in a pint. Thus to convert from fl oz into pints, you need to divide by 20. In this case, we have 17 fl oz. Divide that by 20 and you get: 17/20 = 0.85 Thus there are 0.85 pints in 17 fl oz.
17/20 = 17/20 x 100 % = 85 %
