Write to the DVLA explaining your mistake and requesting a new disc.
You would need to include the new torn disc as further proof.

A PlayStation 2 will go into figuration and browser mode instead of accepting the game for playing if the disc is damaged. If there are smudges on the disc, you may be able to fix it just with a tissue.
2 choices: First, you've placed a wrong formated Disc into the unit, or a CD instead of a DVD... Second, the unit doesn't have a Disc installed, or it's just "dead" and can't read any Formated Discs...
