Turn off the power, remove the bulbs, and remove the cover to expose the ballast. If you see tar leaking from the ballast it is bad and must be replaced. If you see no tar then proceed. Use a multimeter to check for continuity. The yellow and blue wires are the power wires and the white wire is neutral. With the meter set to ohms check between the yellow wire and white wire at the end where it connects to the light. If you get no reading the ballast is bad. Now check the other side where power is coming in. No reading and the ballast is bad. If you get a reading at both ends it is good. Check for loose wires.
Fluorescent light replacement is easy as replacing light bulbs. Slowly twist the fluorescent until the lead of each end aligned to the path of ejection/insertion. Or just simply stretch both end of fluorescent ballast then remove/insert the fluorescent light.
Unless there is something special about this fixture, it will be cheaper to replace the entire fixture. However if you choose to repair it, the ballast is the most likely reason for its failure. Turn off the power,remove tubes and then the cover from the fixture.You will see a small rectangular object with wires going into it.This is the ballast,usually it is apparent that the ballast has failed.Get the part # from the ballast and pick one up at your local supply house.Replace the ballast and reconnect the wires per old ballast.Also inspect the ends where the tubes connect, sometimes these get burned and do not make good contact.Hope this helps. above answer correct but i would simply replace the tube or tubes first. i have a lot of experience with about 30 of them in my laundromat.
To remove the cover of most florescent light fixtures, simply locate and unscrew the screws holding the frame in place. Once the frame is removed, the cover will either lift or slide off with ease.

Take the nut off at the bottom of the light fixture by unscrewing it.
There is only one way to replace the bulbs. Twist the tube 90 degrees and remove from end sockets. Slide the tubes into the sockets and turn 90 degrees. Turn the fixture on and the job is done.
You can remove the entire headlight fixture by removing 2 clamps on the back side. Pull entire fixture forward, turn over and drill 2 or 3 small holes on the bottom side of the fixture toward the rear of the fixture.............
On a wrap around lens, just push up the center of the lens at each end. Welded to the end plate of the fixture there is a little tab. Raise the lens above the tab and slide lens to the very end of the fixture end plate. The opposite end will now fall down and out of the fixture. To install just reverse the procedure.
If you remove the starter the bulb probably won't come on. It will just sit there and not use any electricity so you won't incur any costs, but you won't get any light either.
Disconnect the fixture wires and remove the central mounting nut to release the dome from the light fixture in a ceiling fan.

Remove the wire nuts from the black, white and green wires. These are the hot, neutral and ground wires respectively. Untwist the wires and remove the old light fixture. Make a support bracket to hold the new fixture in place from two "S" hooks and some wire. Make a loop at each end of the wire, slip an "S" hook through each loop. Connect one hook to the light support bracket and the other end to the new light fixture. Twist the black wires together, followed by the white wires and then the green ones. Remove the wire support that you made and gently push the wires back inside the fixture's electrical junction box. Use a screwdriver and screws to attach the new fixture to the mounting bracket. Screw in the light bulbs. Compact fluorescent bulbs are an environmentally friendly option. Attach the light cover. Turn on the power and test the light.
