The total of the 2 stages or the nameplate capacity should equal what your home requires. If the first stage operates at 20,000 btu to keep the home comfortable and reduce cycling and the second stage operates at 36,000 to cool the home initially, second stage plus the first or total capacity would be your answer, since the first stage or 20,000 is a percentage of the total capacity and when the second stage starts it makes up the difference to equal the total.
