Generally, if someone has a BMI of 20, he/she usually has a substantial fat layer under the skin. As such, the fat layer will tend to "smooth" over the usual muscle definition, and you won't really be able to see what your abs look like. You need to get down to 10 or even lower to show your abs.

A healthy bmi, is between 18 - 25, the best way to build muscle is to do a lot of weight lifting exercises and good cardio exercises - like running which will burn fat and expose the hidden muscles underneath. If your BMI was that low you would probably have low or no muscle in your body as your body uses muscle for energy when you don't eat enough. You need a healthy diet and a regular exercise plan and it may take time but it will work as time goes on.
